At Provincial Level

1. Formulation of Policy guideline in the field of Social Welfare and Special Education as well as community Organization programme
2. Implementation and Enforcement of National Social Welfare Policy
3. Review, amend existing legislation and consolidate new legislative measure for the prevention of Social, dis-integration, exploitation and eradication of Social Evils relevant in our society.
4. Formulation of Social assistance programme or social safety nets for the under privileged sections of the society such as widows, orphans, the indigent, the destitute through Zakat, Baitul Mall and other institutions and public & private sector, institutions like widows homes, destitute homes.
5. Preparation/setting of perspective plan goals and objectives
6. Coordination with UNICEF and other donor agencies for Social Welfare
7. All the services matters except those entrusted to services and general administration department.
8. Collection, consolidation and updation of data, regarding annual beneficiaries, of services in the field of Social Welfare and Special Education beside NGOs
9. Dealing with the affairs of Provincial Social Welfare Council (PSWC) Provincial Council for Rehabilitation of disabled persons (PCRDP) Provincial Commission for Child Welfare and Development (PCCWD)
10. Control and liaison with International agencies like UNICEF, SAVE The Children involved with implementation of articles of CRC.
11. Launching of Developmental Schemes at Provincial Level
12. Arrangements of Funds from Federal Govt. for initiation of developmental projects
13. Liaison with the Federal Govt
14. Interaction with various Provincial Departments as well as District Govt, Federal Govt. and to coordinate their activities at Provincial level.
15. All matters relating to appointment, promotion, processing of disciplinary cases, inter-districts posting and transfer of officers/officials of Social Welfare and Special Education
16. Overall supervision, Monitoring and Control of District Level activities

Directorate 

At Provincial Level

1. Overall supervision and control of offices of Social Welfare Department and Special Education in the District
2. Promotion Posting/Transfer (inter District) disposal of disciplinary cases of officers/officials of Social Welfare Department, Special Education and Community Organization
3. Coordinating role between Provincial Government and District Government
4. Internal Audit of District Offices
5. Disposal of Audit Paras/Advance Paras and Draft Paras
6. Preparation of Policy Plan, Programme and setting of objective goals in the field of Social Welfare Department, Special Education and Community Organization
7. Preparation and propose ADPs, PC-Is and Implementation of new ADP Schemes
8. Maintenance of ACRs of Officers/Officials
9. Implementation of Program of UNICEF
10. To take-up proposals of District Offices in the field of Social Welfare Department to the Provincial Government
11. To collect update and compile data based information on the performance of District Offices NGOs / CBOs and Voluntary Social Welfare Agencies
12. To arrange training programme of Officers/Officials of District Officers
13. Quarterly meeting of Provincial Social Welfare Council (PCSW), Provincial Council for Rehabilitation of Disabled persons (PCRDP) and Provincial Commission for Child Welfare and Development (PCCWD)
14. Pursuance of cases in the courts as well as Service Tribunal
15. Assist Administrative Department in preparation of schemes in the field of Social Welfare and Special Education
